1. Driving at a speed that allows the driver to perform other actions, which are not essential to driving.
  2. Driving in a similar speed to that of the other drivers around you.
  3. Taking account of road and traffic conditions, in a manner that the driver maintains absolute control of the vehicle and can stop safely at all times.
  4. When the driving speed is determined at the driver’s own discretion, and provided that it doesn’t exceed the statutory speed limit.
