A “new driver” that has not yet completed 2years or has not yet turned 21 years will not carry in a private passenger car:

  1. More than one passenger besides himself, unless sitting beside him is a qualified escort.
  2. Any passengers for as long as he is a “new driver”.
  3. More than two passengers apart from himself, unless sitting beside him is a qualified escort.
  4. More than four passengers besides himself, unless sitting beside him is a qualified escort.
