The license of a “new driver” shall not be renewed as a regular driver's license if he is convicted of the following offence:

  1. Not obeying a red light or not giving right of way.
  2. Driving a motor vehicle without valid insurance.
  3. Not stopping by the stop line besides a traffic light.
  4. Not placing a “new driver” sign on the vehicle’s rear window.
