Upon completion of the two year “new driver” period, a regular driver’s license will not be given to a “new driver” who was convicted of:

  1. Not placing a “new driver” sign on the vehicle’s rear windshield.
  2. Driving a motor vehicle without valid insurance.
  3. Driving without an escort.
  4. Not stopping next to a “falling rocks” sign.
