  1. More than four passengers besides himself, unless he is accompanied by an escort.
  2. More than four passengers, and provided that all of them are licensed to drive private vehicles.
  3. More than two passengers besides himself, unless he is accompanied by an escort.
  4. More than one passenger besides himself, unless he is accompanied by an escort.
